Hi folks.  Just want to follow up on WTP renewal so we can get this year's renewal process rolling.

My November 20 e-mail (see below) identifies all current WTPs (since that date Julie Marmon at Aegis Land Title has passed the exam), when they need to renew, and progress toward educational qualification.  We're looking at 12 WTPs up for renewal this year.  Ten of the 12 got their WTP before the pandemic and were affected by the suspension of the renewal requirement.  Depending on what period the committee chooses to look at for continuing education, as many as 11 of 12 have met the requirement based on WLTA hours alone.

First, we need a couple of decisions from the committee.


  *   Is the attached renewal application form approved?
George sent out the attached form after the committee call on October 13.  Maureen, Craig, and Paul all said it looks good.  Unless there are any objections, we'll use this form for this year's renewals.


  *   What is relevant time period for accumulating continuing education credits?

     *   Option 1:
Count all hours earned since original designation (as much as 7 years in some cases - see spreadsheet below).

     *   Option 2:
Count only hours earned in last three years, i.e., since January 1, 2023.
Since the pause in the seminar offering and WTP renewal process was initiated by us, I think the fairer option is to count all hours since original designation, even if that means we'd be counting some continuing education that is over three years old.  There are 12 WTPs who need to renew this year.  If we count all hours since original designation, 11 of the 12 are good based solely on hours logged by the WLTA.  If we count only the last three years, 5 of the 12 may come up short. I went back and checked Kennewick attendance and confirmed that none of the persons who might be short hours attended.


  *   What due dates and grace periods should we use?

     *   Suggest:

        *   Application and $25 fee due by January 31, 2026
We could go with December 31, but we're already a week into the month.  For what it's worth, the state bar considers renewal for 2026 timely if accomplished by February 2, 2026.

        *   Grace periods, if we want to provide them

           *   Application and fee - Feb 28, 2026

           *   Meeting educational requirement if lacking hours - June 30, 2026.
Our 2026 WLTA seminar is set for October, so WTPs need to make up hours would have to do it through approved in-house training, or relevant classes through ALTA, WSBA, or other providers.

  *   Exactly how long should an initial designation run?

     *   Section 6 of the application form says "After the WTP designation is attained, every three years a renewal is to be submitted with evidence of 6 additional hours of WLTA Educational seminars and a fee of $25 to retain the Washington Title Professional designation."  That sets things up for every WTP having an individual renewal date.  That would be a pain to administer.  On the October 13 call we discussed shifting everyone to December 31. The simplest change might be to require renewal by the third December 31 after the initial designation.  But someone who passes the test late in the year might only get slightly over two years to accumulate the continuing education.  We could allow slightly over three years to those folks.

     *   What do you think of changing Section 6 to read as follows:
"To maintain an approved WTP designation you must renew by submitting an application with evidence of 6 additional hours of WLTA Educational seminars (or the equivalent as determined by the WTP Committee) and a fee of $25 by the renewal date.  If you first obtain the WTP designation before October 1, your designation will run for the remainder of that year and the next two calendar years.  If your first designation as a WTP occurs on or after October 31, your designation will run for the remainder of that year and the next three calendar years.  The renewal date is January 31 of the year after a WTP designation ends.  All renewal periods will commence on January 1 and run for three calendar years."

Greetings,

Your Washington Title Professional certification was approved on _____, 20__.  To keep your WTP status active you need to submit a renewal application and pay a $25 fee by _________, 202_.  You can submit your renewal application on the attached form.

The WTP program requires completion of six hours of continuing education every three years. As originally set up, the program required renewal every three years.

The WLTA could not provide seminars during the pandemic.  Because it couldn't offer continuing education to WTPs, it suspended the renewal process and the educational requirement.  The WLTA resumed putting on seminars in 2022.  It is now time to put the renewal process into effect.  All WTPs who first earned the WTP certification before January 1, 2023, must apply to renew their certification by _________, 202___.  All continuing education hours earned since ______ will count toward this first renewal.  [insert date became WTP or January 1, 2023, or another date chosen by committee]

Most WTPs have met the continuing education requirement by attending WLTA seminars.  The WLTA maintains attendance records and has kept a running tally of WTP continuing education hours earned.  WTP educational credit may also be earned for attendance at other events that offer title or escrow training on par with what the WLTA provides.  Examples:  American Land Title Association educational events, company in-house title or escrow training, or continuing legal education classes offered by the Washington State Bar Association.  Being the instructor at any of the foregoing events may also qualify.  Approval of educational credit for any non-WLTA sponsored event will be on a case-by-case basis.

Based on the WLTA's records, you have attended __ hours of WLTA instruction since you first earned WTP certification.  You have met the continuing education requirement.  On page 2 of the application, instead of listing every educational event, you can enter the following on a single line:

Please enter information for all other continuing education, including WLTA instruction not already entered, that you feel should be considered towards meeting the educational requirement.  We may ask for additional information from you to credit non-WLTA hours.  If you remain short of the total hours required, we will contact you regarding a grace period to make up the hours.  Your status as a WTP would continue during any approved grace period.

If you do not wish to renew your WTP certification, please let us know.  If you do not renew, your name will be removed from the list of WTPs on WLTA's web site and you should stop citing your WTP credential in e-mail and other professional activities. If you choose to let your WTP status expire, you can regain it in the future by paying the $25 fee and submitting a renewal application showing completion of at least six hours of continuing education.  You would not have to take the test again.

Good morning folks.  We spoke recently about getting the WTP certification renewal process going after a multi-year hiatus.  Out of the 20 WTPs,  11 are beyond the three-year mark since first being designated a WTP.  One more will hit the three-year mark next month.  Six WTPs will need to renew by the end of 2026, one at the end of 2027, and one at the end of 2028.

I went back through the  master list of WLTA seminar attendance to see if WTPs had been accumulating the requisite 6 hours of continuing education per three-year renewal period.  One way to do that is to count all hours since the original designation.  Another way would be to count only the last three calendar years.  For the 12 WTPs needing to renew at the end of 2025, 11 have logged enough WLTA continuing education hours if all hours since original designation are counted.  If only hours since January 1, 2023, are counted, 7 WTPs have enough hours.  Just looking at the last three years doesn't seem warranted, given that the WLTA is the party that put the renewal process on ice and the lack of communication about the renewal process.  I recommend that all hours earned since the original designation count.

On the spreadsheet below "NA" means "Not Applicable," i.e., any hour earned in that time period were earned before the initial WTP designation and thus don't count for the continuing education requirement.

The people who are short of WLTA seminar hours could very well have enough based on in-house training or other comparable education approved by the committee.

We need to send out renewal notices.  The form has space for people to list their education hours.  In the e-mails transmitting the forms, we can inform those who have enough hours that they don't have to list classes.
