[Legislativecommittee1] Why can't DOR just give a straight answer??

Hi all!
I have had a question on this and I am not positive, so looking for in put.
Is the Fee owing on a home buyers assistance down payment program loan?  There is a new DT for it in the 2nd position at the time of the new loan, but I don’t know if it fits the qualifiations of “residential mortgage loan” since does is not generally have a separate CD issued.  Some are actual loans, others are grants with terms that may or may not require repayment.

Thanks for any ideas you may have on this!

Am I missing something here? How is this different from recording fees (or excise tax, etc.) collected from the buyer, seller or borrower, etc. "on behalf of" the county recorder or auditor, or the Department of Revenue, or the Department of [fill in the blank]?
