RE question to Theringer =- securing a permit is a significant amount of work, with back and forth.  The cost of a permit is designed to pay for the work of the gov employee processing the permit.   The recording fee is mostly made of taxes (so called surcharge) and the actual work of recording on our end is pushing a button.   The Chair’s comment about Choice is also important to note and think about how we don’t have choice to record – the law requires recording to provide constructive notice.
