[Board1] Title Action Network update on HB 2298

Good evening.  The Title Action Network alert on HB 2298 went out at about 2:00 pm today.  Less than five hours later, TAN has logged over 30 actions.  Thank you to everyone who has sent a TAN message so far.  Everyone else, please send a TAN message tonight or this weekend.  The bill remains in play, but our message has started gaining traction.  One legislative option is to strike the current bill and instead establish a work group.  Carrie made a key point to that legislator that any work group should be open to exploring a range of programs that work, instead of focusing exclusively on a voluntary title protection program.  Word from the Democratic caucus today was that members realized HB 2298 is a mess and several are questioning whether the bill should advance.

Subject: WLTA request - please sign up for the Title Action Network - TAN alert needed in Washington legislature

Good morning - many of you have signed up for ALTA's Title Action Network (TAN).  However, membership has to be renewed annually.  Even if you have signed up in the past, please use one of the links below to make sure your TAN membership is current.  The WLTA Legislative Committee is going to be sending out at least one TAN alert requesting action in the near term.

If you haven't participated in TAN before, please sign up today.  Membership is free and open to all title professionals.  You don't have to be an ALTA member.  Your inbox will not get spammed.  ALTA sends TAN alerts on pending federal issues a couple of times a year.  WLTA reserves TAN alerts for only the most critical bills.  Some years we don't use TAN at all.  When a TAN alert goes out, you will receive background on the issue.  The alert will include an e-mail drafted to the applicable federal or state legislator.  You can simply click on the message to send, or personalize it.  Time to read and respond to one of the infrequent TAN alerts can be just a minute or two.  But the impact can be critical to advancing ALTA's and WLTA's legislative goals.

The WLTA Legislative Committee will be sending out a TAN alert on Washington Substitute House Bill 2298.  HB 2298 Washington State Legislature<https://app.leg.wa.gov/billsummary/?BillNumber=2298&Year=2025>  The bill would permit every single Washington county auditor to establish their own title protection program, allowing for the filing of an instrument that could delay recording of deeds and other documents for up to five days.  Forged and fraudulent documents are a huge problem for consumers and the title industry.  But this bill is the wrong approach.  It has the potential to delay every single recording.  Please sign up for TAN and be ready to respond when an alert goes out.
