Clarifying rules on title insurer educational programs prepublication draft posted (R 2025-08)



Thanks for your interest in title insurance rulemaking from the Washington State Office of the Insurance Commissioner.   

We released a prepublication draft for the title insurer educational programs rule (R 2025-08). This rulemaking seeks to clarify the circumstances under which title insurers are permitted to conduct or sponsor educational programs.  

Comments on the prepublication draft are due by September 4, 2025 and can be sent to  <mailto:rulesc at oic.wa.gov> rulescoordinator at oic.wa.gov.
