Hi Maureen - yes I think we would need a Democrat as the prime sponsor.   Rep Chapman is running for Senate, and he is a moderate D.  I think he would be a good prime sponsor, but I think talking with both Tharinger and Chapman isn’t a bad idea as we would probably want both a House and Senate bill introduced.

That said, our bigger issue is the DOR fiscal note.  We will need to have conversations with DOR to see if their opinion on the issue has changed in light of the BIAW case.  If it has, we may not need legislation.  If it hasn’t, we will be facing an uphill battle passing a bill with a large fiscal note (doesn’t mean we shouldn’t try though, but we’d want Chapman and Tharinger to be aware of the existing fiscal note).

A local (Spokane) Realtor is a legislator in the 4th district and he mentioned to me that he’d be happy to sponsor some clarifying legislation in the next session to prevent DOR from collecting taxes on recording fees if we want to collaborate with him to do that. Just throwing it out there.
