For what it's worth, I have started a chart with basic information about how other LTAs assess dues. Some are similar to Washington's approach (New York mentioned that it is facing the same issue as we are regarding agent allocations). The chart is incomplete but we can discuss whether to continue to fill in the chart on our meeting the 23rd.

Meanwhile, I'll work on it some more. Attached is what I have so far.
